Wiley’s Boyd Garriott, Teresita Kummer, and John Allen Riggins Named Rising Stars by Law360

Wiley attorneys Boyd Garriott, Teresita R. Kummer, and John Allen Riggins have been selected as 2026 Rising Stars by Law360 in the Telecommunications, Government Contracts, and International Trade categories, respectively.

This annual list recognizes attorneys under 40 whose “accomplishments belie their age.” This year, Law360 reviewed over 1100 submissions before selecting more than 160 attorneys from over 90 law firms for recognition.

Garriott, associate in the Telecom, Media & Technology Practice, represents clients in complex statutory interpretation and administrative law issues – often in high-stakes appeals. He has written briefs in cases before the U.S. Supreme Court; the D.C., Second, Fourth, Fifth, Eighth, Ninth, and Eleventh Circuits; and in federal district courts nationwide.

Kummer, associate in the Government Contracts Practice, counsels government contractors on a wide array of legal matters, including bid protests, internal investigations, and claims and disputes. She also assists with internal investigations relating to cybersecurity compliance, ethics, alleged violations of the False Claims Act, and other federal and state laws and regulations.

Riggins, associate in the International Trade Practice, represents clients across numerous domestic industries in trade remedy proceedings before the Department of Commerce, International Trade Commission, Court of International Trade, and Federal Circuit. He also advises on national security, supply chain, and trade policy issues, and represents U.S. producers in Enforce and Protect Act investigations.
