NIST Requests Comment on Staging Cybersecurity Risks for Enterprise Risk Management and Governance Oversight: The National Institute of Standards and Technology (NIST) seeks comment on Draft NISTIR 8286C, Staging Cybersecurity Risks for Enterprise Risk Management and Governance Oversight. This draft report describes methods for combining risk information across an enterprise, including notional examples for aggregating and normalizing the results from cybersecurity risk registers while considering risk parameters, criteria, and business impacts. Comments are due by March 11.

NIST Seeks Comment on Pilot Phase of Consumer IoT and Consumer Software Labeling Programs: NIST requests contributions related to the pilot phase of its labeling pilot programs for consumer Internet of Things (IoT) devices and consumer software, pursuant to the May 12, 2021 Executive Order on Improving the Nation’s Cybersecurity. Specifically, NIST seeks information on, among other things, (1) the type of organization(s) that could serve as owner(s) for consumer labeling schemes, (2) recommendations on how a scheme owner would utilize the NIST recommendations to manage a labeling program, and (3) potential incentives for implementing a consumer labeling scheme. Comments are due by March 15.

FCC Seeks Comment on Affordable Connectivity Program: The Federal Communications Commission (FCC or Commission) requests comment in a Further Notice of Proposed Rulemaking (FNPRM) on proposals for increasing awareness of and participation in the Affordable Connectivity Program as well as an enhanced affordable connectivity benefit for consumers in certain high-cost areas. Interested parties may file comments on or before March 16, and reply comments on or before April 15.

FCC Requests Comment on Broadband Consumer Labeling Requirements: The Commission proposes measures in a Notice of Proposed Rulemaking (NPRM) to implement certain provisions of the Infrastructure Investment and Jobs Act (Infrastructure Act). Specifically, the Commission proposes to require that broadband internet access service providers (ISPs) display, at the point of sale, labels to disclose to consumers certain information about prices, introductory rates, data allowances, broadband speeds, and management practices, among other things. Comments are due on or before March 9, and reply comments are due on or before March 24.

FCC Seeks Comment on Proposed Rules Governing Spectrum Sharing Among NGSO FSS Systems: The Commission proposes in an NPRM to revise its rules governing spectrum sharing among non-geostationary satellite orbit, fixed-satellite service (NGSO FSS) systems. The FCC proposes that its existing spectrum sharing mechanism for NGSO FSS systems will be limited to those systems approved in the same processing round. The FCC also proposes to adopt a rule providing that later-round NGSO FSS systems will have to protect earlier-round systems and invites comment on how to define such protection. In addition, the FCC seeks comment on whether to sunset, after a period of time, the interference protection afforded to an NGSO FSS system because of its processing round status. Comments are due on or before March 25, and reply comments are due on or before April 25.

FCC Requests Comment on Proposed Changes to E-Rate Program: The Commission proposes a change to the E-Rate program in an NPRM. Specifically, the Commission seeks comment on a proposal to implement a central document repository (i.e., bidding portal) through which service providers would be required to submit bids to the E-Rate program administrator, the Universal Service Administrative Company (USAC), instead of directly to applicants. Comments are due on or before March 28, and reply comments are due on or before April 27.

NCCoE NICE Framework Webinar: On March 16, NCCoE—in partnership with the National Initiative for Cybersecurity Education (NICE)—will highlight how industry uses the Workforce Framework for Cybersecurity (NICE Framework). Additional information can be found here.

FCC Digital Health Symposium: On March 3, the FCC’s Connect2Health Task Force is hosting this virtual event to discuss issues around recognizing broadband connectivity as a “social determinant of health.” Additional information can be found here.
