FCC Requests Comment on Enabling GSO Fixed-Satellite Service (Space-to-Earth) Operations in the 17.3-17.8 GHz Band: Comments are due by March 3 on the Federal Communications Commission’s (FCC or Commission) Notice of Proposed Rulemaking (NPRM) to permit use of the 17.3-17.7 GHz band in the space-to-Earth direction by Geostationary Satellite Orbit (GSO) space stations in the Fixed-Satellite Service (FSS). The NPRM proposes to permit such use on a co-primary basis with incumbent services. The NPRM also solicits input on allowing limited GSO FSS (space-to-Earth) use of the 17.7-17.8 GHz band on a non-protected basis for Fixed Service operations. Reply comments are due by March 18.
NIST Requests Comment on its 5G Cybersecurity Practice Guide: The National Institute of Standards and Technology (NIST) National Cybersecurity Center of Excellence seeks comment on the preliminary draft of the Executive Summary for NIST Cybersecurity Practice Guide SP 1800-33A, 5G Cybersecurity. NIST intends to convert the preliminary draft into a publicly available guide outlining the steps required to implement a cybersecurity reference design to mitigate risks and meet cybersecurity compliance requirements for 5G networks. Comments are due by March 4.
FCC Requests Comment on Petitions for Reconsideration on Expanding Access to and Investment in the 4.9 GHz Band: The FCC seeks comment via Public Notice on Petitions for Reconsideration (available here, here, and here) filed by the Association of Public-Safety Communications Officials-International, the National Public Safety Telecommunications Council, and the Public Safety Spectrum Alliance on the FCC’s Sixth Report and Order. The Commission’s Sixth Report and Order is intended to expand access to and investment in the 4940-4990 MHz band (4.9 GHz band). Replies to an opposition are due by March 8.
NHTSA Requests Comment on Cybersecurity Best Practices for the Safety of Modern Vehicles: Comments are due by March 15 on the National Highway Traffic Safety Administration’s (NHTSA) updated draft cybersecurity best practices document titled Cybersecurity Best Practices for the Safety of Modern Vehicles. The draft is a nonbinding guidance document for improving cybersecurity practices in the automotive industry.
FCC Requests Comment on its Role in Overseeing Certificate Revocation Decisions by the STIR/SHAKEN System: The FCC seeks comment on a Second Further NPRM intended to create a limited role for the FCC to oversee certificate revocation decisions by the private STIR/SHAKEN caller ID authentication governance system. Certificate revocation decisions would deem service providers to be in noncompliance with FCC STIR/SHAKEN rules. Comments are due by March 19 and reply comments by April 19.
DOC Requests Comment on ICTS Supply Chain Interim Final Rule: The U.S. Department of Commerce (DOC) issued an Interim Final Rule to implement provisions of Executive Order 13873 titled Securing the Information and Communications Technology and Services Supply Chain. The Interim Final Rule creates procedures that the Secretary of Commerce will use to identify and evaluate certain transactions between U.S. persons and foreign persons that involve information and communications technology or services designed, developed, manufactured, or supplied, by persons owned by, controlled by, or subject to the jurisdiction or direction of a foreign adversary. These procedures will be used to determine whether such a transaction would pose an undue or unacceptable risk to national security. Comments on the interim final rule are due by March 22.
