Summary of the First Report and Order, Further Notice of Proposed Rulemaking, and Notice of Inquiry In the Matter of Reassessment of Federal Communications Commission Radiofrequency Exposure Limits and Policies and Proposed Changes in the Commission's Rul

The Federal Communications Commission (FCC or Commission) released its First Report and Order, Further Notice of Proposed Rulemaking (FNPRM or Further Notice) and Notice of Inquiry (NOI) on March 29, 2013.  This 201-page item resolves several issues concerning compliance with the Commission's regulations for conducting environmental reviews under the National Environmental Policy Act (NEPA), seeks comment on proposals regarding the Commission's guidelines for human exposure to radiofrequency (RF) electromagnetic fields, and initiates a new proceeding, ET Docket No. 13-84, to determine whether there is a need for reassessment of the Commission's RF exposure policies. 

Comments on the FNPRM and NOI are due 90 days after publication in the Federal Register and Reply Comments are due 150 days after publication in the Federal Register.  Petitions for reconsideration of the Order may be filed no later than 30 days after the new rules adopted by the Order are published in the Federal Register.
