Profile

Scott advises clients at the intersection of corporate law, national security, and emerging technology. His practice spans corporate transactions, export controls, CFIUS, and cybersecurity compliance – particularly for companies operating in the defense, energy, and space sectors. He draws from a career spent building and advising companies across the deep tech landscape – including in materials science, artificial intelligence (AI), and uncrewed aircraft systems. Scott works closely with founders, venture capital funds, and growth-stage companies to align legal structure, compliance strategy, and business objectives in support of capital formation, product deployment, and mission-critical operations. His work has involved cross-border matters and international clients across the United States, Canada, the United Kingdom, Australia, New Zealand, and Eastern Europe.

With a background as both a founder and a public-sector policymaker, Scott brings a multidisciplinary and business-oriented approach to client service. He regularly counsels companies on equity structuring, technology licensing, and regulatory risk management. His ability to translate complex legal and regulatory frameworks into actionable, business-aligned strategy makes him a trusted advisor to innovation-driven clients navigating sensitive technologies and high-stakes environments.

Before joining Wiley, Scott held roles in both the private and public sectors, including legal and policy positions in the federal government. He also led commercial and regulatory diligence at a venture studio, co-founded a data marketplace for environmental and agricultural applications, and practiced energy regulatory law.
