April represents clients on national security, international trade, and trade policy matters. She counsels clients on supply chain risk and compliance with customs laws. Drawing on her experience in economic analysis of trade remedy and supply chain matters, April advises clients across a broad range of industries including batteries, critical minerals, semiconductors, software, metals, and machinery.
Experience
Representative Matters
- Provides strategic counsel in connection with industrial policy and supply chains to clients engaging in public-private consortia, securing cross-border investments, and utilizing public funding and finance vehicles.
- Obtains import and export permits, licenses, and exclusions in compliance with customs laws, Section 232 national security orders, export controls, and economic sanctions.
- Advises clients on the Committee on Foreign Investment in the United States (CFIUS), Foreign Ownership, Control, or Influence (FOCI) mitigation for cleared facilities, and the Foreign Agents Registration Act (FARA).
- Prepares trade remedy filings for litigation and submissions with the U.S Department of Commerce (DOC), the U.S International Trade Commission (ITC), and the U.S Court of International Trade (CIT).
- Drafted comments on international trade and national security policy and regulations for clients in the battery, critical minerals, and industrial machinery sectors.
- Drafted allegations of circumvention of trade laws for submission through CBP’s e-Allegations Program on behalf of U.S. industry.
- Represented D.C. nonprofit organization pro bono client in drafting and advocating for the passage of legislation in the Washington, D.C. City Council.
