FCC Seeks Comment on Implementing Section 10(a) of the TRACED Act: The Federal Communications Commission (FCC or Commission) seeks comment on a Notice of Proposed Rulemaking to implement Section 10(a) of the 2019 Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence Act (TRACED Act), which directs the FCC to streamline the process for reporting unlawful robocalls. The FCC proposes to establish an online web portal monitored by the agency’s Enforcement Bureau. Comments are due by February 3 and reply comments by February 18.

FCC Requests Comment on Petitions for Reconsideration of its 5G Fund for Rural America Order: The Commission seeks comment on Petitions for Reconsideration (available herehereherehere, and here) filed by CTIA, Coalition of Rural Wireless Carriers, Rural Wireless Association, Inc. and NTCA-The Rural Broadband Association, Multicultural Media, Telecom and Internet Council Convenors, 5G Fund Supporters, and Smith Bagley, Inc. of the FCC’s Report and Order establishing a fund to support voice and 5G broadband service deployment in rural areas of the country. Oppositions to the petitions are due by February 8 and replies to an opposition by February 16.

FCC Requests Comment on Petition for Rulemaking to Add FSS Domestic Allocation in the 51.4-52.4 GHz Band: The FCC seeks comment on a Petition for Rulemaking filed by the Satellite Industry Association (SIA) to adopt a new domestic allocation in the 51.4-52.4 GHz band for the Fixed-Satellite Service (FSS) in the Earth-to-space direction for geostationary satellite orbit systems, consistent with the global allocation adopted by the 2019 World Radiocommunication Conference. SIA further asks the Commission to subsequently issue a Further Notice of Proposed Rulemaking to expand this new allocation to include non-geostationary satellite orbit FSS systems. Comments on the petition are due by February 8.

FCC Seeks Comment on Petitions for Reconsideration of the Call Authentication Trust Anchor Second Report and Order: The FCC seeks comment on Petitions for Reconsideration (available here and here) filed by CTIA and Voice on the Net (VON) Coalition of the FCC’s Call Authentication Trust Anchor Second Report and Order establishing obligations and deadlines regarding caller ID authentication and completing implementation of the caller ID authentication provisions of the TRACED Act. Replies to an opposition to a petition are due by February 8.  

NTIA Requests Comment on DoD 5G Challenge: Comments are due by February 10 in response to the National Telecommunications and Information Administration’s (NTIA) Notice of Inquiry seeking comment on the creation of a 5G Challenge intended to accelerate the development of the open 5G stack ecosystem in support of Department of Defense (DoD) missions.

FCC Asks for Comment on Expanding Marketing Opportunities for Innovative Technologies: The Commission seeks comment on a Notice of Proposed Rulemaking (summarized here) proposing to ease certain restrictions on marketing and importation of radiofrequency devices. Comments are due by February 11 and reply comments by February 26.

NIST Requests Comment on IoT Cybersecurity Guidance: The National Institute of Standards and Technology (NIST) asks for comment on four draft guidance documents: NIST Special Publication (SP) 800-213 and NIST Interagency Reports (NISTIRs) 8259B8259C, and 8259D. The publications respond in part to issues raised in the IoT Cybersecurity Improvement Act of 2020. Comments are due February 12.

FCC Requests Comment on Expanding Access to and Investment in the 4.9 GHz Band: Reply comments are due by February 12 (extended from January 29) on the Commission’s Seventh Further Notice of Proposed Rulemaking intended to expand access to and investment in the 4940-4990 MHz band (4.9 GHz band). The FNPRM proposes new licensing rules to facilitate investment in the 4.9 GHz band, spectrum from which states may lease for both public safety and non-public safety purposes.

FirstNet Authority Combined Board and Board Committees Meeting: The FirstNet Authority combined Board and Board Committees will meet via publicly available teleconference on February 10. More information is available here.

Advisory Committee on Diversity and Digital Empowerment Meeting: The FCC’s Advisory Committee on Diversity and Digital Empowerment (ACDDE) will meet on February 11 via conference call, available to the public via livestream. More information is available here.

FCC Open Meeting: The next FCC Open Meeting is scheduled for February 17. When available, the agenda will be posted here.

Disability Advisory Committee Meeting: The FCC’s Disability Advisory Committee will meet on February 18. A live webcast will be available to the public and will be posted here.

Consumer Advisory Committee Meeting: The FCC’s Consumer Advisory Committee (CAC) will meet on February 22 via video conference. More information is available here.

Third Meeting of WRC-23 Advisory Committee: The FCC advisory committee for the 2023 World Radiocommunication Conference (WRC-23) will meet on February 23 and will be available via live webcast. More information is available here.

NTIA Secure 5G Strategy Industry Roundtable: NTIA will hold an industry roundtable listening session on February 25 on the implementation plan of the Secure 5G Strategy. Slide share and dial-in information will be made publicly available. More information is can be found here.
