Kelly Laughlin

Kelly helps wireless and technology companies navigate complex spectrum issues at every stage of the regulatory process before the Federal Communications Commission (FCC). Her work includes advising on spectrum-related transactions, representing clients in FCC proceedings involving spectrum allocation and policy, and counseling on auction participation. Kelly works closely with clients to translate evolving spectrum policy into practical regulatory strategies that support investment, deployment, and long-term spectrum access.

Representative Matters

• Advises clients on transactional issues related to FCC licensees, including securing FCC approvals for acquisitions and transfers of control.
• Assists clients with equipment authorization issues for devices subject to Certification and Supplier’s Declaration of Conformity (SDoC) requirements.
• Develops advocacy strategies and prepares filings for FCC rulemakings involving spectrum policy and robocall matters.
• Advises voice service providers on FCC robocall regulations and proceedings resulting from passage of the Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act.
• Represents clients before the FCC and state Attorneys General in enforcement actions and investigations, and counsels clients on compliance with agency policy and rules. Experience with various government investigative stages, including Civil Investigative Demand and Letter of Inquiry responses.
