Michael Toner Quoted in USA Today’s Coverage of Campaign Finance Provision

Michael E. Toner, co-chair of Wiley Rein’s Election Law & Government Ethics Practice, was quoted by USA Today in a December 10 article about the congressional spending bill’s provision to raise the caps on individual contributions to national political parties.

The measure calls for a tenfold increase in the maximum amount an individual can donate to national party committees during an election cycle.  If the provision becomes law, it “could be a shot in the arm for parties,” said Mr. Toner, a former chairman of the Federal Election Commission.

Even so, he said the parties are not likely to see hundreds of millions of dollars in additional money, because the spending bill includes restrictions such as channeling some of the donations to construction projects at party headquarters.  “It’s not sexy to give to a building fund,” Mr. Toner said.
