Michael Toner Discusses Fundraising Efforts of Texas Congressional Incumbents

Michael E. Toner, co-chair of Wiley Rein’s Election Law & Government Ethics Practice, was quoted in an article published yesterday in The Dallas Morning News that examined how Texas congressional incumbents have raised millions for campaign coffers, despite the expectation of an easy re-election victory.

“This is the institutional reality of the U.S. House right now,” said Mr. Toner, a former chairman of the Federal Election Commission. “No incumbent ever feels like they have too much cash on hand.”
