Cincinnati Adopts Contribution Prohibition But Effective Date Delayed

November 2021

On October 27, the Cincinnati City Council adopted a prohibition on contributions from certain persons seeking certain development approvals from the Council, but the effective date was delayed until the City appropriates funding and establishes a structure to implement and enforce the ordinance. Those prohibited from making city contributions include entities seeking council approval for developmental incentives of $100,000 or more, including loans and tax incentives, as well as those involved the sale of city property with a value of $200,000 or more, and those seeking zoning changes. The contribution ban extends to the directors and officers of corporate entities and their spouses. The ban is not permanent but only applies during the time an ordinance authorizing such council action is pending in front of the council.
