Upcoming Filing and Comment Deadlines

FCC Proposals for FY 2020 Regulatory Fees FNPRM: Reply comments are due January 6 (extended from December 23) on the Federal Communications Commission’s (FCC or Commission) Report and Order and Further Notice of Proposed Rulemaking seeking comment on fees for non-U.S. licensed space stations that communicate with earth stations. Specifically, the FCC is requesting input into whether to collect regulatory fees on foreign-licensed stations that have been granted market access.

NIST Draft Project Description on Validating the Integrity of Servers and Client Devices: Comments are due January 6 on the National Institute of Standards and Technology’s (NIST) Draft Project Description on verifying the internal components of computing devices to ensure that the devices are genuine. Specifically, the objective of the Draft Project Description is to provide organizations with guidance on how to verify that internal component attributes and measurements stated by a manufacturer are accurate. NIST intends for the project to result in a publicly available NIST Cybersecurity Practice Guide.

NIST Request for Input on the NICE Cybersecurity Workforce Framework: The National Initiative for Cybersecurity Education (NICE), led by NIST, requests comment on its plan to update the NICE Cybersecurity Workforce Framework. Among the questions NIST is seeking input on is how the NICE Framework can be more useful for a wider audience, and whether there are any concepts that should be added to NICE. Comments are due January 13.

NIST Practice Guide for Securing Small Business and Home IoT Devices: NIST is seeking comment on its Draft Practice Guide for Internet of Things (IoT) device developers and manufacturers, network equipment developers, and manufacturers using Manufacture Usage Description (MUD). The Draft Practice Guide is intended to demonstrate how to integrate MUD and other tools to meet IoT security requirements. Comments are due January 21.

UAS Operations in the 960-1164 MHz and 5030-5091 MHz Bands: Reply comments are due January 27 on the Commission’s Public Notice requesting comment on unmanned aerial system (UAS) operations in the 960-1164 MHz and 5030-5091 MHz bands in accordance with congressional reporting requirements established in the FAA Reauthorization Act of 2018. NIST Guidance on Adversarial Machine Learning: NIST is seeking feedback on its Adversarial Machine Learning Draft Guidance. The guidance was developed by NIST and is intended to secure applications of adversarial machine learning, which occurs when artificial intelligence systems are coopted by malicious actors. Comments are due January 30 (extended from December 16).

Upcoming Effective Dates

Implementing Kari’s Law and RAY BAUM’S Act; Inquiry Concerning 9-1-1 Access, Routing, and Location in Enterprise Communications Systems; Amending the Definition of Interconnected VoIP Service: The FCC’s Report and Order goes into effect on January 6. The Report and Order adopts rules for 9-1-1 calls made from multi-line telephone systems (MLTS), pursuant to Kari’s Law, the conveyance of dispatchable location with 9-1-1 calls, as directed by RAY BAUM’S Act, and the consolidation of the Commission’s 9-1-1 rules.

Connect America Fund: The FCC’s Order on Reconsideration goes into effect on January 8. The Order addresses several petitions for reconsideration and applications for review of the Commission’s 2018 Performance Measures Order, in which the Wireline Competition Bureau, the Wireless Telecommunications Bureau, and the Office of Engineering and Technology adopted requirements promoting greater accountability for certain recipients of Connect America Fund (CAF) high-cost universal service support. The Order reexamines several of the performance measure requirements and adopts several modifications to alleviate concerns expressed by carriers.

Upcoming Meetings and Events

CCPA: The California Consumer Privacy Act (CCPA) goes into effect on January 1. The CCPA is California’s comprehensive privacy law and will apply to businesses that do business in California, collect personal information of California residents, and meet at least one of the following criteria: (1) has annual gross revenues in excess of $25 million; (2) receives or discloses the personal information of 50,000 or more consumers, households, or devices per year; or (3) derives 50% or more of its annual revenues from selling the personal information of California residents. The CCPA’s implementing regulations are currently being finalized. 

SSCA Forum: The Software and Supply Chain Assurance Forum (SSCA) is scheduled to meet from January 13-17.

Identity Management and Access Control Conference: On January 23-24, NIST will hold a conference on identity management and access control in multi-clouds. The registration deadline is January 15, and registration is available here.

Voice-Cloning Technology Workshop: On January 28, the Federal Trade Commission (FTC) will hold a workshop examining the opportunities and security concerns in the development of voice-cloning technology.

FCC Open Meeting: The next FCC Open Meeting is scheduled for January 30. When available, the meeting agenda will be posted here.

NIST Risk Management Conference 2020: NIST is accepting speaker nominations through January 31 for its annual conference, which is scheduled for May 2020.
