Wiley Expands Health Care Practice with General Counsel of Trillium Health

Washington, DC – Wiley, a preeminent DC law firm, is pleased to announce that Richard P. Leissner, Jr.* has joined the firm as of counsel in the Health Care Practice. Leissner is the former General Counsel and Chief Compliance Officer of Trillium Health Resources, which oversees Medicaid managed care services in 26 counties in North Carolina.

During his six years at Trillium, Leissner was instrumental in the organization’s growth from a Medicaid behavioral health care carve-out to a full-service Medicaid managed care health plan. He represented Trillium in all federal, state, and administrative litigation; negotiated and drafted all its major contracts; and oversaw monitoring and sanctions for provider fraud, waste, and abuse. He also managed Trillium’s internal compliance activities including implementation of, and compliance with, comprehensive revisions to the Medicaid “Mega Rule” in 2017 and 2018.

As part of his role at Trillium, Leissner was among a core group of North Carolina counsel invited to ensure that the Mega Rule was accurately reflected in statewide 1915(b) and 1915(c) Medicaid waiver contracts. He also established collaborative relationships with other attorneys in North Carolina to drive statewide Medicaid policy and maximize leverage during negotiation of critical state contracts approved by the Centers for Medicare and Medicaid Services. Over the past two years, Leissner facilitated comprehensive organizational restructuring and expansion of Trillium’s legal, compliance, program integrity, and subcontractor oversight programs, and also developed critical third-party subcontractor relationships as required to implement North Carolina’s largest Medicaid reform in 50 years.

Prior to joining Trillium in 2015, Leissner worked for more than 12 years in private practice, where he advanced from an associate to partner at a North Carolina-based law firm, handling a wide range of business litigation and transactional matters. He previously clerked for the Honorable Graham C. Mullen of the U.S. District Court for the Western District of North Carolina. He earned his J.D. and B.A. from the University of North Carolina at Chapel Hill.
