Dan Pickard Weighs In on Reluctance of Some Firms to Register Under FARA

The National Law Journal
January 25, 2019

Daniel B. Pickard, a partner in Wiley Rein’s International Trade Practice, was quoted in a National Law Journal article about the Foreign Agents Registration Act (FARA). The January 23 article explored the possible reasons some firms avoid registering under FARA when they lobby on behalf of foreign entities.

“I think there’s traditionally been one primary reason where you hear people talking about not wanting to register, and it’s generally connected to issues of reputational risk,” Mr. Pickard said. “The burden of reporting under FARA – while it’s not minimal, it’s $305 every six months, and then it’s reporting of monies received, monies expended, and activities undertaken – the reporting itself is not overly burdensome.”
