Michael Toner Discusses Provision to Raise Contribution Limit to National Political Parties

The Washington Post
December 10, 2014

Michael E. Toner, co-chair of Wiley Rein’s Election Law & Government Ethics Practice, was quoted in an article published today in The Washington Post about a provision in a congressional spending bill that would significantly increase the amount of money that individuals could donate to national political parties.

According to the article, the provision would allow individual donations to three different funds within each national political party during one election cycle, thereby expanding the total contribution limit by 10 times over the current cap.

“It’s always hard to predict how much more money will actually be raised when contribution limits are modified like this,” said Mr. Toner, a former chairman of the Federal Election Commission.  “But the opportunity is there for the national political parties to raise significantly more money.  I think this could be a real shot in the arm for the national parties and it would be a further chipping away of the McCain-Feingold law.”
